If you want free, Windows Movie Maker.

If you're willing to pay, Sony Vegas.

13 most popular, feature got all to get you started, but im currently using 15 which offers a bit extra features over 13 (4k upscale, freeze frame, new ui)

I use VSDC, not sure its easy for beginner or not. So far quite satisfy with the basic feature, from the expected editing feature to export the edited video in any general format

Really depends on what level of editing you need to do or want do.
Basic simple editing I think Sony Vegas is enough.

But if you want more complex and nicer effects, you can get Adobe Premier Pro.
And if you need even more special effects, you can get Premier Pro along with After Effects since the editing file can be worked on both platform.

Windows 10 has a basic built-in "Video Editor". Give it a try.
