Cheap + romantic birthday dinner, why not? Buy your own ingredients and cook for her. She will be touched, at least when I cooked for my gf, she was so delighted. In fact, even without spending any single cents, it can be romantic too. For example, bring her to the place where you first hold her hand. Then, hold her hand there again and tell her.. "this little hand of yours will forever be mine to hold".

It's really confusing here. If she doesn't give you assurance about this, or clear the doubt, you'll continue to be insecure. Try to talk about it (probably for one last time). If she is still acting like this or so, I think it's better to shake it off then torturing yourself like this.
