Just got the update from my friends working at telco industries, Maxis, Digi and Celcom...
As per latest SKMM rules and instruction
1) Expired prepaid number reactivation no longer can be done via walk in to respective center or online/call. No more exceptional can be done regardless you are located at overseas or etc. Customer is required to purchase a new sim pack with new number. However, in case if the number is extremly important for you, you may still walk in and check the availability to register it as postpaid line if available.
2) SIM replacement request can only be proceed by the registered account owner with IC thumbprint verification. No more 3rd party request with athourization letter or etc will be allow
3) IC/Passport verification will be needed for prepaid sim pack purchase and even for top up ticket purchase... (no info update for the verification process for top up purchase via online yet at this moment)
For those who based at overseas, make sure you top up regulary to keep your number active and keep the sim with you to avoid any inconvenience in the future....

This time no more talking about prepaid GST anymore. SIM replacement request verification is good move because already have fraud case.

I think those who work online telco (especially in this forum at Mobile and Number category) all dead starting on next year. How to finger thumbprint for verification via online? Unless you potong your finger and courier service to seller there for thumbprint verification register first.. What about those MNP port out and port in number? Also need thumbprint verification?

Damn mafan liao. Buy top up for loved ones would be not so convenient already.
I cannot imagine if the prepaid reload purchase will require IC every single time should MCMC enforce it.

Insider info from my friends who working at Maxis and Digi. i thought prepaid number expiry is controlled by telcos. they set the grace period (50, 60 or 90 days) and release the mnp number back to the original telco when necessary. where and how does skmm come into play?

Yes, if you top up within the grace period, the number will be of course still belong to you. However, if your prepaid number has been expired (terminated) due to no top up within the grace period, then sorry to say, you wont be able to reactivate it anymore. This is because as per New SKMM rules, any prepaid number activation request must be via walk-in with IC verification. For expired number, their statement is to advise the customer to purhcase the new sim pack with new number. The Digi center staff (my friend) even showed the statement to me which they received from SKMM via email when I walk-in and request to reactivate my expired prepaid number during the past 1-2 weeks... For your info, certain access such as phone Imei block are tools provided by skim to Telco. For prepaid reactivation, the tool is own and develop by Telco, however, it was the instructions SKMM to all the Telco to discontinue this service. For your info, SKMM is the government's bodies who managing and control all the Telco firm in Malaysia
