The difference between 195/55 and 185/55 is very small. For fuel consumption, I don't even notice the increase in fc. Perhaps there is small increase like you mentioned but it is very small (400 over few years is acceptable for most people I believe). The trade-off is that 195/55 should be slightly grippier and hence slightly safer.
I guess it is up to users: slightly safer and slightly more comfortable vs slightly higher fc and slightly heavier throttle. For me all of these are very small differences most people won't notice it. It all come down to 195/55 having more options and people can get what they want.
