The difference between 195/55 and 185/55 is very small. In fact most saga users go for 195/55 as it is a more common size (easier to find, more variety and cheaper) and also little bit comfier (I can feel the car is marginally more comfortable with 195/55).
For fuel consumption, I don't even notice the increase in fc. Perhaps there is small increase like you mentioned but it is very small (400 over few years is acceptable for most people I believe). The trade-off is that 195/55 should be slightly grippier and hence slightly safer.
I guess it is up to users: slightly safer and slightly more comfortable vs slightly higher fc and slightly heavier throttle. For me all of these are very small differences most people won't notice it. It all come down to 195/55 having more options and people can get what they want.
Engineer spend hours/days mix & match different tyre size for the best balance from comfort, fuel economy, cost & safety reasons.
If tyre size big & cheap why not all just use the bigger size tyre and fit.. Everything need to calculate/consider from sport rim/tyre width/weight, suspension settings, especially newer car safety features like ESC everything are calibrated base on the original tire size come fitted.
Maybe a lot of people think aiya just bigger/wider/smaller 1 size no issue one, but when the negative part/issue come hit later who gonna be the sucker? The tire shop or the owner? Tire shop just wash hand as you just want cheap tires unless you are well educated on the risk.
BTW if your ride is still within warranty changing to other tire size can void your suspension warranty (Includes Steering rack, lower arm, absorbers, driveshaft) worse scenario gearbox warranty also can void if the SC really go into details. Regarding the warranty issue, few of my friends already kena especially when steering rack or lower arm got issues warranty claim got rejected due to tires size not original. Go back tire shop complain, all wash hand. FYI, steering rack is not cheap to replace or repair especially those newer electric type.
