What i said above being what i said,

175/65 R14 is TOO THIN for anything above 90km/h,
hence your fuel economy.

By upgrade i assume you're looking at at least 185 tyre width?

The most eco of 185/xx Rxx will not be more eco than a 175 tyre width,
so you have to decide to drop the eco and get better tyres, or just stick to the speed limit and enjoy your eco (^-^)

Based on you eco requirements, the below is good,
but dont axpect to be more eco than your current 175 width tyres:

-Michelin Energy XM2
-Toyo nanoenergy3
-Bridgestone EP150 or EP200
-Goodyear duraplus
-continental CCC6

Sarcasm aside:
1. if the new size has the SAME OR LARGER circumference, then with wider tyres, confirmed more contact patch.
2. if the new size has SMALLER circumference, then wider tyres does not necessary mean more contact patch.

But since we're talking about compatible replacements, so it would be within 2% speed (hence circumference) , hence circumference difference between any compatible size would be negligible, then hence point 1 above.

Obviously, with increased contact patch, if it's too much, your vehicle weight may NOT be enough to push it down in the event speeding through a puddle of water on the highway, and you'll aquaplane.

The golden question: How much contact patch is too much? =D
