First of all, if I am not mistaken, can gift apps, dont know ehther can transfer balance or not. But to gift apps also need the receiving end same apple store. Means if you are Apple US, you can only gift to another aple id in US account. I also last time have alot of balance and I wanted to gift software for my kids, but could not do so as mine is us account but my kids are M'sian account. Very troublesome.
