0917 represents workweek 9 of year 2017.
Not September 2017.

That tire is the V12 Evo 2, is it? I see the rotational direction indicator there so it must be a directional tire which is the V12 for Hankook. For directional tire, you just need to follow that rotation indicator. Now the manufacturing year is often only printed on 1 side, hence that's why you cannot see it on the driver side after installation as it will be in the inside.

v12 is directional/rotational tyre.if follow the direction the date of two tyres are facing outwards and another two will be facing inwards.

Yes you are correct for the tyre model.. Meaning the 2 that do not have date should be in left or either right, and must not front have rear don't have or vice versa rite?

Certain brands have the word outside and inside written on the side walls. Can't remember the brand.

Once I was at a car wash sitting down on a chairs and there was this car with the front tyre display outside and the back tyres show inside.

I told the driver that his tyres have been displayed wrongly and it was only installed a few days ago. Still very new.

Told him to fork his tyre shop kau kau.

You averted possible accidents, good for you! I think it makes sense for all manufacturers to indicate outside/inside for this kind of tyres

bro. its directional tyre, they cant put outside inside.
Because each tyre can put either 1 of the 4 place.

Directional tyres will usually have arrows pointing the directuon of rotation. Asymmetrical tyres will usually have Outside/Inside marked on the sidewall..

My Falken sincera 823i does indicate which side of the tyre should be outside. Meanwhile my toyo DRB shows left side or right side.

Just go to the tyre shop and get them to switch them the right way round.
