Not sure if this app is available for iPad but for iPhone, on 11.0.2, I’m using Fileget app and it downloads videos from YouTube without problem.

They key question is that, where do you download the videos from and how you normally download your videos from?

If you download it on your PC/Mac and then transfer it to the iPad, there are several apps available such as VLC and PLEX (which basically serves as a home media entertainment centre).

Otherwise, YouTube, Netflix and iTunes also allow you to download videos.

So I suggest you be more specific in your question to get a better answer.

I usually download it from icdrama.se or watchfree.to
As long as it can be stream then it can be download from the app download function and watch offline
