From what I know, psychologists and psychatrists cannot do much if that person is not willing to undergo treatment, unless said person is admitted involuntarily if they are in danger of harming themselves or others, with assistance from the police of course.
You also need to understand that not all people with mental issues are actually aware or admit that they have mental issues. You cannot force those who are not to seek treatment because you will only end up angering them.
