why i keep apply pb visa signature keep kena rejected? My annual income is more than the requirement, and i submitted whatever documents they need, but still always not approved, any Public bank people here can help me apply?

tried apply PBB VS via banker at pbe also kena reject.. dunno why.. anyone can help me? Is it because i have a public bank account kena frozen at pbb becos inactive? i call card centre they never wan reveal why.. anyone got contact to help?
