I plugged to PC and check those photo I've taken in iOS 11 still showed as JPEG..

Using jb version 9.1 and suddenly plan to update to ios 11. End up stuck and need restore. And stuck again n again. Fml

You actually can go to  iOS Settings → Camera → Formats to change the format file. I think iphone 6 or 6s doesn't have this setting, it only show on iphone 7 above.

so does the size of the converted jpeg same as HE file?

Updated my iPad Air 2 to iOS 11, so far no issues.
I find the Files app very useful, now no longer need to go into my separate storage apps (iCloud, Google Drive, Dropbox, Onedrive) to dig my document.
Strongly recomment iPad users to upgrade to iOS 11. =)
