There's always a danger of the missile self-destructing (accidentally or deliberately) or malfunctioning over the country and still causing damage, whether or not it was actually aimed at the country. i think the military top guns all did their calculations and deemed it to be much better to let it go over than risking open warfare, esp since they reckon that NK is just as usual, more bark than bite
though, Patriot batteries may not have the range or capability to properly intercept the missile. nobody really knows
