i stay in a pv building now, pv15...
here are some takes on it..

- okay workmanship, don't see much water leaking, major breakdowns
- a lot of units in one floor. so waiting for lift is a nightmare at peak hours.
- materials used is cheap, you can hear a pin drop form the unit upstairs, everytime the wind blow, your door will rattle (very noisy)
- simple facilities.
- conclusion, for its price, not much complains, but set your expectations correctly.
