if 7years still no people claim then it will go to bank negara's unclaimed money.

you're considered as dead with death certificate.
in this case i guess you need to appeal in court since this is special case.

banks and authorities will just follow the normal procedure:
got death certificate = next of kin can claim the money,
after 7years still nobody claims = put into "unclaimed money" under bank negara.
