The responsibility should fall on your management to call DBKL (or similar) to tow the car away, that's what my management did for some of the abandoned vehicles parked outside my condo. However, lately DBKL has too many such cases too handle so they might delay your request, probably a police report might help to escalate the request.
Get police or JPJ to find out the owner of the car, I believe it could be a rented car, there are many cases of foreigners renting cars and just abandon when they leave the country

usually mgmt will charge a small fee, e.g. RM50 to unclamp th car. let the car owner go pay him/herself.

at least mgmt offered you spare car park for the time being.

Pls read the first post, management already clamped the car, the issue here is that no one has come forward to claim ownership of the car after many days
