happened to 2 of my machines-a Precision and an old Asus desktop, windows 1703, i just let it do the scanning and if it happens again on the next boot i do disk scan on the C drive and it went away. press power button - - > Asus logo appear - - >loading icon spinning under Asus logo - - > login screen

1. If roll back to previous Windows
2. If HDD about to breakdown
3. If Bios upgrade is corrupted
That was my experience, i don't think it is a Windows issue.
