Does anyone know if it's possible to use either P78 or P99 sim in a broadband dongle which is then shared via a 3G/4G router? Will this be seen as tethering?

For the GX30/GX50 plan, if I put the sim in a USB modem, then stick the modem into a router which can share the connection, will that be detectable as tethering/hotspot?
