Register new number but found out its recycled, someone used it 1 month ago

So i just registered a new number yesterday and today i try to register and login for whatapps
once i login whatapps there were 2 group in it and i was like wtf? new number ady got group? so i ask in the group anyone know this number and the previous owner pm me. so does telco recycle all terminated old number? if those few year old i understand if they recycle... but only 1 months ago ady recycle?? anyone encounter something like this before?
