Do cafe have a social responsibility to provide, public toilet service?

put a security coded or passcard locked door for the toilet which only customers are given the codes.There are always people pop into my cafe to pinjam toilet, of course, they are not our customers. If non-customers want to use the toilet, they have to go to the counter, pay up and only then get the code/passcard.
