Sentrio Suites - Desa Pandan KL, Electrical Bill Commercial/residential?

HI All, Anyone knows or who stay here at Sentrio Suites, Desa Pandan, knows if the area is billed under commercial or residential for its residential Condo? I was about to make a rent booking in the area, and my agent told me that the management is taking the initiative to change the strata from commercial to residential, but upon calling the management office tel: 03-92010662 in Sentrio, They mentioned that this is still in process, and most owners have not signed or fill in the form to change this. Now even if the rent is reasonable but the electrical bill will eat into monthly expenses, so it makes no sense.... We were wondering why the rent was reasonable, but now it makes sense. From what i understand each owner will need to do their own individual submission to TNB? When i asked the agent to provide me info on this Commercial Billing to change to Residential he send me the below attachment. No i am wondering if my agent knows what is really going on this? or was he being dishonest? to just take my deposit and let me go for the ride. You can change the title yourself with TNB what
Now property agents nowadays are really sucks. Last time my agent also the same thing, keep asking about the money only. Any other info he never knows
