That seems to be the general bundle offer. Seems fine, and PS4 Pro is definitely worth it over the PS4 even if you only have a 1080p TV.

For PSVR just be sure to try a lot of demos to see if you're really keen about it. Can be fun but overwhelming (eg. Resident Evil 7 whole game in VR!)
