As long as withdrawal is frozen, luno could roll the funds for free.

Unless under instructions from bnm, relevant authorities or compliance department, bank doesn't normally suspend customers account.
Given the period and hassle the bank account is suspended, most bank would decide to close the account at the end.

If there is money in bank account and account holder has access to it; there is nothing to stop account holder to make thousand of payment within a week or so.
