Strange problem. Try first silentvampire's suggestion of turning off IPv6. I've used RG4332s at coffee shops with my phone before, no problem.

When a phone is connected to the wifi, what is the phone's IP configuration?

What do you mean by "some weird underground internet subcription"?

What WAN IP address does the router get ? Could be PPPoE password prob or account suspended?

Is your BTU the silver box one? Which model? Some of them the AUTH light don't light up. Doesn't mean anything. Anyway 219.95.x.x is fine. At least we know it's not PPPoE credentials or account status causing the problem.
What happens:
1. if you ping google.com.my from phone and pc.
2. if you ping 172.217.31.99...
3. if you browse straight to 172.217.31.99 (this is google btw)

Type "ipconfig /all" in the command line (assuming you're using Windows). What does it show?
1. when you're in ipv4 only where you said neither pc nor phone works.
2. when you have both ipv4/ipv6 where you said only pc works and not phone.

For me, the contractor called the morning of the installation day then came later in the afternoon. In my case, 50-RYE100, they had to come to change the BTU and also gave me a new router.

You shouldn't be getting 172.16.x.x - 172.31.x.x. Those are assigned if your credentials are wrong or the account has been suspended.

That's the router that TM gave me for for 50-100 upgrade. So I guess no need to change for you. Though TM may just change change another C1200 for your C1200.

What router are you using? (Where it's not working and where you're getting the 172.20.x.x address?)
Can you see the PPPoE MTU size in this router? What is the current MTU size?

How bout your BTU? What model is it? Maybe they're going to change that. Mine was changed as my old one was the 100mbps ethernet port HG850a.

I had a similar problem with a Mikrotik router when MTU was left alone and defaulted to 1480.

But yours is already 1492 so I don't know.

My Suggestions:
1. Ensure username/password are correct.
2. set mtu-override enable for both MTU and MRU and set them to 1492.
3. Check that PPPoE authentication is set to PAP.

There's no way they did that due to incompetency. They don't suspect it's the FTB problem, they know it is because of the way the fibre is routed inside. I'm pretty sure it was done intentionally. Keep the photos, show it to them and demand some compensation. Or else make a report to TM. However they may lose their jobs and they know where you live so it's entirely up to you.

Request for the DLink DIR-850L. The TP-Link C1200 is quite bad though I'm sure it'll be fixed eventually with new firmware. Also ask for Innacomm RGX4400. It's damn good but don't seem to be available anymore. If by chance, they give you the TPLink C5, this one is good.
