iinm I had written about this issue some months ago (JPA enforcing the bond to scholarship holders but ppl claim I was lying and some claim their brother/sister/cousin no need to work for govt. and can even stay overseas to escape serving bond...)

it's basically like people say they can escape PTPTN, but at the end they still have to pay back.

If JPA is efficient and quick in giving placement then this is justified. Inb4 no need to repay PTPTN, no need to serve bond.
