I have exactly the same problem on my iPhone with Celcom Xpax. Tried all the solutions I can find on internet (turn on/ off, restart, date and time correct, region is correct, restore and even setup as a new phone) and Celcom people has no clue too even they have reset my SIM card for me at their end. I keep receiving exactly the same string SMS when iPhone is trying to activate iMessage via phone number, iMessage with Apple ID has no issue at the moment. One thing for sure, Tunetalk SIM card also not working bcos using Celcom carrier 28.2.25, however, hotlink SIM card works after waited for 5 min, phone number managed to show under iMessage. Who to blame? Apple whom has recently updated to iOS 10.3.3 or celcom SIM card?
