Does your phone have enough storage for the updates? You usually need around 800 MB of storage for the updates to be installed. If storage is not the problem then maybe you can try updating your phone through the Software Update in Setting or if all else fails, you may have to restore your iPhone.

What model are u using? Apple announced there'll be no more updates for ip 5s and below.

10.3.2 came out sometime ago. You should have it.

Few things you can do to troubleshoot.
