Few things you can do to troubleshoot.

Firstly, reboot your phone to see if you get the prompt. If not, restore your phone via iTunes. Of course back up your data first. If that cannot help, restore your phone again, this time to new device. Of course, this is cumbersome. And if you still don't get the latest version, a trip to the service centre is imminent.

Or, just leave it as iOS 11 is coming.
