what is being conveyed is, if the 4G signal is not fit enough to hold volte conversation, only then it will need to fallback to 3G similarly as if volte is never available in the first place.

my i150 is in b315. not volte-capable in the first place.

my phone is on celcom and maxis. capable, but not bothered since i'm not on-screen when a call is on-going.

my place have digi 4G on 900fdd and 1800fdd. the 900fdd is only 2 bar while the 1800fdd is full bar.

if i use hmanager to lock to specific 4G 1800fdd, no call can go out nor ring in.
if i set 4g-only via hilink (i.e. any available 4G band), it will step down to 3G though when making or receiving calls.
