Yes, affect big area, but the source is just right at the north-west of diamond city.
The new development seems to be even nearer to the source. (You can see the both quarry area & diamond city in google map)
So if you are looking for a house there, choose one further away from the source.
Definitely don't stay at the apartment/condo in diamond city, as the odor move above the sky (if you have seen the fb page, you can see the air pollution covering the whole sky above diamond city in one of the pic)
Landed, it depends, usually at night when the air is heavy (high moisture), it will push the odor down, that's why the owners group complaint about the smell middle of the night.
