Hi, just wondering what can I do if the contractor took the money (70%) but fail to deliver. First payment 50% to start. Second payment 20%. For this second payment is for material. But I don't see the material. He also delay the project for few weeks. Not answering my call or whatsapp. Last week he say he will complete but he only install the fan. What should I do? Where can I go to report this problem?

I am planning to go to his office and factory and ask for full refund. Do I have the right to do so? He has cause a lot of stress to me and time checking with him.
