what could one reasonably expect Blizzard to do? Implementing a "toxicity" scale regulated solely by players (face it, its a waste of resources for Blizzard to actually moral police the players) can and very likely will lead to abuse by other players who do not see eye to eye i.e. picking a widowmaker/hanzo on a composition which isn't suitable. i think the blame is on blizzard for being too ignorant or lazy to update their matchmaking system.

I just network around in games, make friends and add people who are friendly and try to play more team games with them. Honestly, threads like these ought to encourage more grouping up within said thread to minimise exposure to toxic/throwers/etc.
