I think the biggest motivation for Coutinho if he ever wants to go to Barca was Neymar. They are best buddies. Now it seems that Neymar is leaving Barca for PSG, Liverpool actually must be wary of PSG move in seasons to come since Neymar could possibly influence PSG to get Coutinho. Barca and Spanish clubs look less desirable now since the new tax law.

The way Barca propping up their approach on Coutinho is almost the same the way they did with Suarez. They keep feeding media with 'news' of Coutinho agreeing to terms or Coutinho decided to play for Barca. Soon, this will escalate with Barca players giving support/praising Coutinho and urging him to sign for Barca. Typical Barca transfer SOP there.
