Are you sure it is stucked? According to the USPS tracker, is only less than 2 days (July 24th) it has arrived into custom. It takes them 7-10 business days before they start inform you.

For most items, if you declare it as personal item and total value under Rm500 (including shipping), then it is tax free.
Otherwise, it is subject to whatever tariff that it can be.. anywhere between 10% to 45% of the total value.
