just to share with everyone on what i've learnt last weekend when i imported a Honeywell 50250 Air Purifier from the US...

according the Custom Import Prohibition Rules, all imported electrical appliances for own personal use (ie. 1 unit only) requires a letter of release issued by Suruhanjaya Tenaga (ST) where you need to go their office at Menara TH (Jln Sultan Ismail) fill up a form called Borang ST(PE)4 in 3 copies and get it sign....

hence, previous postings about getting Sirim Approval is incorrect as electrical appliances are non-regulated items where only communication devices / appartatus such as handphones, radio ham, walkie talkies, GPS Device, etc. would require SIRIM approval which is actually an AP...

once you get the required ST form signed, then you can proceed to claim the detained parcel at Customs Office....

if you are going to PMK KLIA, first you have to go Pos M'sia window counter and get some documents before proceeding to Room 2 (Bilik 2) which is Pos M'sia Unit Perkastaman (Custom Liaison Dept) where Pos M'sia Staffs will handover your Foreign Seller Shipping Doc's where you will then go over to the window counter to take your parcel and opened at at Custom Service Counter 5 for inspection....

there at Counter 5, you would have to show your total purchase price plus shipping costs where once agreeable by the Customs Office, ie. no underdeclaration, you would then would have to go back to Room 2 and handover the parcel invoice / receipts / purchase bill where the Pos M'sia Staffs would then prepare a Customs document stating the tax payable where you also would have to pay RM18 to Pos M'sia as documentation fee...

finally, walk over to Counter 2 to make your payment and reclaim your entry pass which was surrendered earlier at the Pos M'sia window counter and your parcel left at Counter 5....

for my case, the Customs did not request for the ST release letter which i believe the Customs Offices do now want to be seen hard on us whom may not know on the procedure of importing an electrical appliance for own personal use...

moral of the story - it is very worthwhile now to import an electrical appliance if its market price is twice as much lower in comparison to M'sia which is worth your every effort....

apparently, there are some postings in this forum which claims that any declared imported item not exceeding RM500 is not subjected to tax but i remember seeing a sign at the Customs office which states that only parcels not exceeding RM200 (inclusive of postage costs) is not taxable....

hence, on the safe side, it is best to deliver valuables above RM200 via registered mail (ie. with tracking service) so that you would be aware of it being detained by Customs upon arrival at KLIA...

if i'm not wrong, only computer parts are tax free where if the parcel is detained, just go over to KLIA and open the parcel to let Customs verify the contents and you will be home in a jiffy...for complete electronic products, i'm not sure but if kena tax also not high, maybe 10% onli....good luck...

no...the customs will still detained any suspicious underdeclared items where you would still need to show them your purchase receipts...hence, be honest...

for those staying outside Klang Valley, it is only practical to appoint Pos M'sia as your freight agent to bring out your detained parcels...

for a list of items that requires prior approval from Govt Agencies before being allowed to be cleared from Customs, pls click the link below...

as for tax amount, usually it is around 10% - 30% depending on type of product but if you appoint Pos M'sia as your agent, i believe you can call them up to negotiate as Pos M'sia Unit Perkastaman actually determines your import duty and not Customs M'sia!....

this is because Pos M'sia will prepare on your behalf the importation doc's for you...

hence, either ranging from jewellery to electronic items, as long as its does not fall under the prohibited items list, then it just matter of clearing the tax issue...

for those which are prohibited like communication equips. and DVD, then Pos M'sia would call & sent you a letter requesting clearance letter from the relevant agency dept where you have to get it yourself EXCEPT from KDN where you can opt to allow Pos M'sia to clear your DVD's with an extra charge ontop of your the standard RM49.50 agent fees..

hope this clears up some of you concerns...

based on my experience, surface mail from Canada would take at least 2 months to arrive while USPS 1st Class Mail will take about 3 - 4 weeks to reach here....

hence, i guess you just have pray hard and hope that no one had 'hijacked' your parcels... sad.gif

if not, it just one those days where our risks taking did not turn up favourable to our side... icon_rolleyes.gif

only appliances operating at 50V and above requires the ST Clearance Letter ONLY IF the Customs Officer requested for it....

but the officers there would waive this requirement as personal electronic devices, except for GPS apparatus, is not a prohibited item..

usually, if your item is detained at KLIA, the tracking service by Poslaju will say something like "Ditahan oleh Kastam di PMK KLIA", ie. in Bahasa M'sia...dunno why your message is in Eng unless you use foreign courier co's...

nonetheless, you have to wait until Pos M'sia to send you a letter before you can collect from the Customs Dept..

ehhh...but just a few months ago when i was at PMK KLIA, i saw a notice sign beside Pos M'sia window counter (ie. at the main reception area and not in Bilik 2) which states any declared item value exceeding RM200 would be taxed but i don't remember seeing anything about differentiation between surface or air-mail....hence, would greatly appreciate if anyone whom has seen the same notice to reaffirm my earlier observation...many thanks... notworthy.gif

anything below RM200 is not taxable irrespective of items unless it is a prohibited material which is another story....search for vitamin in this post and you would learn more.. icon_rolleyes.gif

guys, pls check on the Customs website for their Import Prohibition List whereby it is stated clearly all necessary agency clearances before you can bring your items in....pls don't be in the dark about this important matter....

as for the tax issue, you can ask always ask Pos M'sia Unit Perkastaman to help lower your taxes as they are not custom officers but are private sector people who can negotiate with you...

yes...even 1 item is not allowed in...that is based on my experience when i tried to buy a shortwave radio from E-Bay...the Customs ask me to return it back when i tried to collect it from PMK KLIA...

no...under the law, only electrical appliances powered by AC 240V is required to apply for the import permit but like i said in my earlier posting, the Customs Officer would waive this rule whereby they are only interested in collecting the import duties... icon_rolleyes.gif
