I'm using Luno as a middle "wallet" to change Fiat to Cryptocurrency and then transfer to Binance. Vice versa will transfer back to Luno and withdraw to bank account.

As long you comply to the travel rule and declare everything truthfully then should be fine on your fiat account.

It's part of FATF and SC requirement to safeguard customer and ensure no money laundering activities.

The travel rule needs you to declare where/whom/what exchange etc. you sending/receiving the crypto from. This information will be kept with the provider (Luno) and if authorities request then provider may submit it to the authorities if they deem fit.
