yes. for security, you need to transfer btc (for example) luno to your offline wallet where you keep the number seeds.

the most secure is cold storage offline wallet at the moment. i think blockchain.info gives out the 24 or 12 seed words so i think its okay. im not security expert.

the btc can be viewed inside the offline wallet that you transferred into.

but the moment that fella transfer to an account which contains his/her KYC details... then the victims can file a report and liase with the wallet/exchange. maybe.

if u have the wallet address, just key in into blockchain. you will be able to see the transactions incur for this particular address.
