DIY scene locally just isn't exactly accessible primarily due to cost of tools, materials, and sources to acquire them. For average modder like me it's already extremely hard to find required items locally with reasonable prices, resulted in the option to purchase from oversea, let just say, 10 times cheaper in material costs from China. Power tools are somewhat commonly available locally even in regular supermarket however, but automated tools like CNC & laser cutter on the other hand... Those two are the most useful thing in case mod.
There's this "DIY studio" type of company, they setup studio where everyone can come to make stuff in the Western country, complete with various tools and materials. Though I don't recall their name but saw a few videos on Youtube before. That's probably what you will be looking to setup if you able to found people with fund and interest to invest into. It's great if this idea can be worked locally, but there will be challenges in acquiring stuff with reasonable price here.
There is a sort of hobby-store in my town though I haven't been there for really long time. Primarily deal in stationary and T-shirt printing but they do have a small A3 size laser cutter. They charge rate about RM2 per minute of operating, hopefully still there as I need them to finish my current mod.
Setup Blacksmithing/Case Mod shop, anyone interested?
