Why Big vehicles no need 3rd brake lights?

these big commercial vehicle should have 3rd brake lights cause not well maintain.... usually blown bulbs but never replace...
Msia enforce 3rd brake lights. Some countries even first world dont have mandatory requirement to have 3rd brake lights. |
