Steam payment doesn't have Transaction Authorisation Code (TAC) approval which is why most Bank doesn't go through with Steam unless you call customer service first to allow the payment to go through without TAC.

Those steam wallet is bloody expensives, anyway you should search for those forumers selling steam wallet. I remember getting RM100 steam wallet for cheaper

I stopped buying steam games due to so much hassle, went back to the dark side lol

OP try and go to Kinguin site, the site sells steam games and allow you to use debit card.

Bought Battlefield 1, Witcher 3 and so much more from there. Less hassle.

G2a is also like steam, you won't be able to pay through debit card (maybank), I tried.

So I end up with kinguin.
