Just like stock price is also a number, since this is an open market, who wants to buy then buy lo.
Market is not as rational as it is written in books.

can't give you any comment on that as I have no knowledge about that counter.
but I can tell you, the PE you mention is Past PE, which already happen.
So what is the future is the key of investing.

There are so many ways, no path is 100% right/wrong, but one will not go wrong with fundamental based, so start reading!
If you understand mandarin, "coldeye" book will be good.

Old school way,
all public listed company would be require to file corporate activities, financial details etc on bursa website (http://www.bursamalaysia.com/market/).

Read the annual report, financial result (quarter report) and the entitlement page to know more.

Not sure what feedback you need.
But if you require a direct cash account the lowest fee would be provided by Malacca Securities (ie. Mplus).
Nominee account I believe it would be rakuten for now.

Margin/Collateralized Trading Account, I'm not sure. As I know is subject to negotiate with your preferred broker.
