I think history has proven that it is much harder to time the market than to holding on to your invesments(if you are in no immediate of your money, if you need the money immediately then you should not be investing in a risky medium such as stocks in the first place)

If i am not mistaken yes. Technically you will own the shares once you carry out the purchase order and it is matched. But if by settlement due date, and not enough funds, broker will close your position to pay the settlement..
