There are situarions where you can SMS but can't send out USSD code. For instance, I used to have my Celcom SIM in a MiFi.

It's an add-on. You need to have a plan in place before you buy an add-on. Try tapping on "Buy more" if you see that on your dashboard (assuming you already have a plan).

When I terminated my Celcom Broadband line in 2016, the officer at the Blue Cube centre told me to come back in one month's time to check if any outstanding charges were filed against my IC. He said a lot of people were caught out by Celcom's practices.

Celcom didn't used to pro-rate the last bill (whole month cycle charged) and there was uncertainty as to how much the final bill was going to be. And they never bothered to reach out to the customer who had just left them to inform the individual whether there was outstanding charges or credit.

So not the same as other telcos.
