RM38/month come with 8GB high speed & 3Mbps for selected social apps only.

RM58/month come with 16GB high speed & 6Mbps for selected social apps only.

Download & hotspot is utilizing high speed internet. So once your data finish it will capped @ 64kbps if not mistaken.

I think you still don't understand me.

Download speed is vary on your coverage. Example:

If you sign up for RM58/month and your coverage come with 100Mbps speed. Then the download speed will be 10Mbps/s but only up to 16GB of data. After utilizing your 16GB, it will capped your speed to **64kbps**.

For the 3/6Mbps only main for social apps.

If you would like to download like madcow and using celcom coverage. you may consider Yoodo, their FUP is 1000GB /month. Speed is depend on the plan you signup.

Where you located? You can try run fast.com and see the actual speed.(netflix test server)

Try to ask someone using celcom test the speed @ your area.
Sometime celcom got bug when differentiate social bandwidth and non social bandwidth.

I port out from celcom to XOX because of this as well when i run speedtest on friend Tunetalk they can reach around 70Mbps. But my celcom plan only 3Mbps. 

I logged case to Celcom and waited for them to resolve more than 1month still not solve. End up i port out!!

suggest you get few prepaid card try the speed 1st before u port in
