Quick question, if my 10GB quota used up, I cancel internet subscription plan and subscibe again, isn't this cheaper than buying additional data?

Does anyone has list of sites that Celcom throttle? Personal experience: Youtube and other site is fast and without buffering, but imgur suddenly slow down to 30kB/s
