Here we go again.
Old voice plan big sim with pay-per-use data can't access 4G network. You have to change a new sim card to enable 4G LTE.
And 4G phone love mobile data. It use for date/time, country location, calling google home and phone manufacture telemetry.
Pay-per-use bill shock is normal news when 4G android 4 @2014 smartphone getting popular years ago. Telcos solution for smartphone evolution is new plan come with free basic internet to offset smartphone calling hone feature.

From my experience of using Maxis postpaid, they did not charge me anything despite my line is in 4G mode roaming. Roamed in Thailand, Japan, and UK last time as some area no 2G and no bill shock so far. They just charge based on my usage during roaming like Calls and SMS.
Phone setting I just turn off the data and data roaming and good to go.
The same goes for my company Digi line where usually I will subscribe to their 3day data pass (RM25). They just charge the amount I subscribe to only.
I think setting 2G is not the main issue as newer phones may not have 2G force mode like iPhone [4G/3G] only and certain countries like Korea or Japan no more 2G network.. so either is flight mode all the way in Msia first

Postpaid memang dont have this issue. This issue is only for prepaid where they have long validity to just keep the number but never subscribe any data plan.
Only changed phone and sim recently and playing with 4G didnt know all that.
Mystery solved.
I check celcom dont have 1 year long data plan for prepaid. Guess wil stick to 2G for now or use 4G and let celcome anyhow charge me. Seem the charges amount to almost RM10 per month.
