I just want to know why penitik hidung = batal but not penitik mata.

Because most of the eyedrops will eventually end up in your throat anyway. You don't really sense this with Eyemo or similar as its just saline but anyone who has ever had conjunctivitis and had to drip that foul concoction in their eye will know what I'm talking about.
