BAD NEWS for you. You just reached fiber laying stage.
It gonna take them 2 years to install the Distribution Point.
Then it gonna take 1 year to activate the fiber network.
Next, another 6 months for registration.
Finally, 3 months for actual installation.

Those big ISPs at America do the same.

Technically, TM should cap your downstream at 12800 and upstream at 6400.

You can do nothing.

Edit. The protocol overhead is actually around 10.4%, so in theory TM should cap it at 11304.96 and 5652.48
