Yes it is, try imagine going up and down the stairs for 25 floors for just 1 day assuming lift not working

Another point is, top floor usually warmer compared to other floor...

Talking about leaking its not as simple as you think... when leaks happen, its not something that u can just simply pay to fix it, it require the community/management to take action on these which takes time depending on the community's efficiency because the area that leaks may not belong to your ownership
