So requesting a decrease of credit limit on Bank A's cards does not affect the chances of an increase in credit limit at Bank B's cards.

credit limit ties to a few factors, such as your card type, total income and total commitment amount according to your CCRIS scrore.
technically, what the banker said is correct. by reducing your unused credit limit, it reduces the total commitment amount, which gives you higher chance for credit limit increase, provided if your,
- total income increase significantly which bumps up your total eligible commitment amount
- past payment record is good
And of course, it also helps the raise the chances for new card approval.
