Y/A 2004 & 2005 excess payments will be refunded almost asap...i got mine within 3 mths of submission

We have to think that these officers always go for training, leave, mc etc and transfer here and there, so the moment if they need to refer to previous years info, then it will take a very long time. You can't open a file if ur non taxable....they'll reject ur application on the spot...by law, if u have chargeable income, u should be filing ur tax returns...but then, the officers won't open a file for u if ur not taxable for the year
